PSC Focus – June 2026: Strengthening Fleet Readiness Against Rising Port State Control Scrutiny
The June 2026 edition of PSC Focus highlights the growing importance of continuous compliance as Port State Control (PSC) inspections become increasingly rigorous across major maritime regimes. While overall detention rates remain relatively stable, recurring deficiencies in ISM implementation, maintenance standards, fire safety, and lifesaving appliances continue to account for the majority of vessel detentions. The report emphasizes that effective Safety Management System (SMS) execution and proactive maintenance are the strongest defenses against costly PSC actions.
A major focus of this edition is the 2026 Paris and Tokyo MoU Concentrated Inspection Campaign (CIC) on Cargo Securing, scheduled from 1 September to 30 November 2026. Ship operators are encouraged to use the months leading up to the campaign to verify Cargo Securing Manuals, inspect lashing equipment, review cargo stowage plans, and ensure crew competency through practical drills. The publication stresses that PSC inspectors will evaluate not only documentation but also the crew’s ability to demonstrate compliance during inspections.
The report also notes that MR Product Tankers remain under heightened scrutiny due to their elevated risk profile. Operators should pay particular attention to tanker-specific areas such as cargo and ballast valve familiarization, Oil Record Book accuracy, inert gas systems, engine room housekeeping, and pilot transfer arrangements. By adopting continuous preparedness rather than last-minute inspection readiness, shipping companies can reduce detention risks, improve fleet performance, and maintain a strong compliance record across international trading regions.
