The San Marino Ship Register published a flag-state reconstruction of the Wine Trader casualty off Sulina on Monday, 19 October. The working primary is that notice, as carried in English the same morning. It names the hull as WINE TRADER, IMO 8808707, San Marino. It says the ship was struck by drones while at anchor in the Black Sea off the port of Sulina, Romania, bound for Moldova to load vegetable oil. There were 12 crew on board: nine Beninese, two Croatian and one Bosnian. Through the company, the Register obtained an initial account from the Master. That account is a preliminary reconstruction, not a completed casualty investigation and not a named-state finding. It is the first flag product that sequences three drone hits, a failed fire main, a bow muster of five, a helicopter evacuation, and a rescue vessel coming alongside to search for seven still missing.
This is a flag-state follow-up to Thursday’s dedicated Romanian Naval Authority SAR piece, not a reprint of it. The 16 October file remains the primary for the ANR tape: superstructure fire around 07:00 local on 15 October, about 13 nautical miles south-east of Sulina, 12 on board, no cargo, five rescued, seven missing, search running in heavy seas. Monday’s Register notice does not replace that geometry, does not close the missing count, and does not print an origin. It is also not a rewrite of Wednesday’s Yara J fire, not a rewrite of Tuesday’s HS Dignity / Chelsea 3 file in Bulgaria’s exclusive economic zone, not a UKMTO product, and not a Hormuz projectile warning. Do not add these seven to HS Dignity’s 11, and do not treat industry colour as a substitute for the flag reconstruction.
What the Master’s account actually sequences
The Register’s clock on the first hit is approximately 04:00. Hold that as the flag’s printed time. Romania’s Naval Authority put the first fire report around 07:00 local on 15 October. Romania was on Eastern European Summer Time that morning, UTC+3. 04:00 UTC is 07:00 local. Treat those as the same first-event window unless a later ANR or flag circular splits them. Do not invent a second attack night.
At that time, a first drone is reported to have struck the crew accommodation area and caused a fire. Five crew members, including the Master, immediately attempted to fight the fire using both the main and emergency fire pumps. From the earliest stages of the emergency, seven crew members did not answer the roll call. The Register says the fire and the damage made it impossible to search for them. During the emergency, according to the Master, the vessel was struck by two further drones: one again hit the accommodation area and the other the central part of the vessel. The additional damage, particularly to the fire-fighting water distribution system, made it impossible to continue fire-fighting operations. The five seafarers who had been fighting the fire, including the Master, then moved to the bow and waited for assistance. All five were subsequently evacuated by helicopter and are reported to be in good health. A rescue vessel has come alongside Wine Trader so specialist personnel can board and begin searching for the seven currently missing.
That is the new operator tape. Thursday’s ANR product printed a superstructure fire, five rescued and seven missing. It did not print a munition type, a hit count, a fire-main failure, a bow muster, or a boarding search. President Nicușor Dan said the same day that the two ships off Sulina had been struck by drones and declined to name an origin. Monday’s Register notice is the first flag instrument that uses the word drones against this hull and that describes three strikes. Stay with the Register as a flag reconstruction. Do not convert it into a completed origin finding, and do not drop ANR’s fire-and-SAR product because the flag now prints drones.
What the flag did not settle
The Register did not print a projectile type beyond drones, a launcher, a coastal-state attribution, a wreck declaration, a pollution volume, a chemical-residue survey, or a revised missing count. It did not say the seven have been found. It did not say they are confirmed dead. The absolute priority, the notice says, remains to establish the condition of the seven missing seafarers and complete the search on board. Further updates will follow when official information on the outcome of the searches is available. Treat that as an open SAR, not as a closed fatality file.
Voyage colour should stay split. ANR said Wine Trader was not carrying any cargo. Associated Press, in Thursday’s wrap, placed the ship on a passage from Tunisia to Romania. Monday’s Register notice says she was bound for Moldova to load vegetable oil. Those lines sit together: an empty chemical tanker at anchor off Sulina, heading to load vegetable oil for Moldova, which is a Giurgiulești / Danube-mouth employment, not a laden products run. Do not brief a cargo spill from a hull the coastal state printed as empty. Do not treat “bound for Moldova” as a completed customs or charter fixture. Do not move the casualty from Sulina to Giurgiulești.
Open-register particulars are unchanged and are not a class survey: IMO 8808707, MMSI 268257503, call sign T7DC5, San Marino, chemical tanker, built 1989, about 118 × 17 metres, about 4,297 gt / 6,259 dwt. The new human detail is the crew mix: nine Beninese, two Croatian, one Bosnian. That is a manning line for the DPA, the club and the next-of-kin file. It is not a completed identity list for the seven missing, and the Register did not split the five evacuated from the seven missing by nationality.
Attribution remains a stack. ANR printed a fire. Dan printed drones without a named origin. A NATO military source told Reuters the drones that caused the fires on two tankers were of Russian origin. Stars and Stripes, citing NATO, said the Alliance named four ships as suspected targets and did not name those responsible. The San Marino Register now prints drones on Wine Trader from the Master’s account and still does not name a shooter. Keep that stack. Do not brief a named-state finding from a flag reconstruction, and do not drop the drone line because ANR led with fire.
NATO’s four names, as carried last week, remain Wine Trader, Yara J, the Marshall Islands bulk carrier Sea Destiny, and the Tanzanian tanker Dania J at Izmail. Their outcomes stay different. Yara J’s crew put their own fire out and were reported safe. Sea Destiny reported an explosion in its vicinity, no damage, no injuries. Dania J is an Izmail file, not the ANR SAR. Monday’s Register notice is only about Wine Trader. Do not send a single casualty circular against the four-ship list.
Operational implications
The useful fact for a DPA with a chemical or products tanker at anchor off Sulina, Constanța, or the Danube mouth is the targeting and systems picture, not a new death toll. Three reported hits, two of them on the accommodation, took the fire main away from the five people who were still able to fight. A ballast chemical tanker with no cargo still produced a superstructure fire that the remaining crew could not control once the water-distribution system was damaged. Empty tanks did not make the accommodation a safe citadel. AIS-off would not have changed a hull that was already at anchor and already named by the coastal state.
At-anchor time off a grain and general-cargo outlet is now inside the same 72-hour, then 96-hour, Black Sea pattern as Wednesday’s Yara J fire and Tuesday’s Bulgarian EEZ attacks. Masters bound for Sulina, Constanța, Galați, Brăila, Giurgiulești or Izmail should treat aerial-drone attack on accommodation and fire-main piping as a current threat to small chemical and products tankers in ballast, not only to laden grain ships further north. Night orders for ships waiting off the canal, or going to anchor because a berth is not ready, should assume that the first hit can be the accommodation, that a roll-call gap can open immediately, and that a second and third hit can arrive while the remaining crew are on the fire pumps.
The search picture has also moved. Thursday’s Interior Ministry line was two Black Hawks and two medical ships, with recovery unsafe in very big waves. Monday’s flag line is a helicopter evacuation of five in good health and a rescue vessel alongside so specialists can board and search for seven. That is still not a completed search. Clubs should be asked, in writing, how war-risk, crew-injury, salvage and pollution covers respond when the casualty is a chemical tanker in ballast, the flag prints three drone hits and a destroyed fire main, five are off by helicopter, and seven remain missing with a boarding search under way. Do not wait for a wreck position that has not been published.
Manning and family notification are now a flag-and-company problem with a published nationality mix. Nine Beninese, two Croatian and one Bosnian is enough for the DPA to line up the relevant maritime administrations and welfare channels without waiting for a named missing list. It is not enough to brief that a particular nationality accounts for the seven. Do not invent that split.
Do not recast Monday as a reprint of Thursday’s ANR SAR, as a named-state attribution, as a territorial-sea closure, as a confirmed chemical spill, as a completed fatality count, or as a Hormuz file. The confirmed public facts are a San Marino Ship Register reconstruction dated 19 October: Wine Trader, IMO 8808707, at anchor off Sulina, bound for Moldova to load vegetable oil, 12 crew, first drone on the accommodation at about 04:00, two further drones, fire-main damage, five including the Master evacuated by helicopter in good health, seven still missing, rescue vessel alongside. ANR’s 13-nautical-mile geometry, no-cargo line, and 5-rescued / 7-missing count still stand beside it.
What Operators Should Note
- Log a flag reconstruction, not a reprint of Thursday’s ANR SAR. San Marino Ship Register, 19 October. Wine Trader, IMO 8808707, drones while at anchor off Sulina, bound for Moldova to load vegetable oil, 12 crew (nine Beninese, two Croatian, one Bosnian). Master’s preliminary account: first drone on the accommodation at about 04:00, fire, five including the Master on main and emergency fire pumps, seven missing from the first roll call, two further drones (accommodation and amidships), fire-fighting water distribution damaged, five to the bow, helicopter evacuation, all five in good health, rescue vessel alongside to search. ANR’s 15 October tape remains: about 13 nautical miles south-east of Sulina, no cargo, 5 rescued, 7 missing. 04:00 UTC aligns with 07:00 local. Do not invent a second night.
- Treat three accommodation and amidships hits as a fire-main problem, not as a cargo problem. ANR printed no cargo. The Register prints a vegetable-oil load for Moldova, which is consistent with an empty chemical tanker. The Master’s account takes the fire-fighting water system out after the later hits. A ballast hull still produced a superstructure fire the remaining crew could not control. Empty tanks did not protect the accommodation. Ask the superintendent whether the fire main and emergency fire main on similar 1980s chemical tankers can be isolated from an accommodation hit, and whether the night orders still assume the citadel and the fire party can both be used after a first drone.
- Keep the missing count open. Seven did not answer the roll call from the earliest stages. The Register’s priority is to establish their condition and complete the search on board. Helicopter rescue of five in good health is not a finding on the seven. Do not brief a confirmed death toll. Do not add these seven to HS Dignity’s 11. Watch ANR, the Interior Ministry and the San Marino flag for a revised count, a wreck or tow line, or a pollution finding.
- Hold attribution as a stack. ANR printed a fire. Dan printed drones, no named origin. Reuters’ NATO source said Russian origin. Stars and Stripes said NATO did not name those responsible. The San Marino Register now prints drones from the Master’s account and still does not name a shooter. That is Monday’s flag clock. It is not a named-state finding, not a flag circular closing origin, and not a reason to treat the Sulina approaches as closed.
- Keep the four NATO names, and keep their outcomes different. Wine Trader: missing crew, now with a three-drone flag reconstruction. Yara J: crew safe. Sea Destiny: vicinity explosion, no damage, no injuries on last week’s Mîrțuța / vesseltracker read. Dania J at Izmail: on the NATO list, not on this SAR. Monday’s notice is only Wine Trader. Do not send one casualty circular against the list.
- Raise the Danube-mouth at-anchor threat in the master’s night orders. Small chemical and products tankers waiting off Sulina are in the pattern. The first reported hit was the accommodation. A roll-call gap opened immediately. Two more hits arrived while five people were on the pumps. AIS-off is not a detection shield on a named hull already at anchor. Brief war-risk, crew-injury, salvage and pollution covers together on a ballast chemical tanker with an unfinished boarding search. Until the flag or ANR revises the missing count, the published human cost on Wine Trader remains 5 evacuated, 7 missing.
Regulas Shipping will keep lining San Marino’s three-drone reconstruction against the Romanian Naval Authority’s 5-rescued / 7-missing SAR so operators can treat Monday’s flag notice as new accommodation, fire-main and boarding-search detail on Wine Trader, not as a closed fatality file or a named-state attribution.
