The Norwegian Armed Forces’ Joint Headquarters said this week that twelve vessels had sought shelter from a storm off Lofoten, and that two of them were the Chinese heavy-lift ships Ya Qing Hai Yang and Jian Yang Cheng He. Coast Guard personnel had already carried out a visitation on one hull and were preparing to board the other. The working primary is FOH press officer Brynjar Stordal, first carried by High North News on 14 October and by Forsvarets Forum, Aftenposten, TV 2 and NTB on 15 October. High North News updated its English file at 13:04 on 16 October without a new FOH cargo, destination or detention line. Harstad Tidende printed a Stordal email in Norwegian: the Coast Guard is conducting a routine visitation, and further handling of the ships will have to wait. The Coast Guard’s own media office told High North News the operation was ongoing and that it did not wish to comment. This is a coastal-state identity-and-certificates file in a place of refuge. It is not a published seizure, not a false-flag finding, and not a Hormuz kinetic product.
Dagbladet’s FOH watchkeeper, quoted on 14 October, put the sequence in one sentence. The ship was heading south, came in toward land to seek shelter from the weather, and the Coast Guard then boarded to carry out a routine visitation — identify the vessel and check that certificates are in order. Norway has incorporated the relevant EU vessel restrictions, and Ya Qing Hai Yang sits on that list. FOH’s watchkeeper also stated the legal offset that every DPA in a sanctioned trade already knows: even where a ship is listed, coastal states remain obliged under international law to grant necessary assistance and a place of refuge. Do not brief the Andøya call as a sanctions waiver, and do not brief it as a refusal of refuge. The ships are in Norwegian waters because of the weather. The boarding is a visitation. What happens next is, on Stordal’s email, still open.
Which hulls FOH actually named
Ya Qing Hai Yang, IMO 1021570, formerly Ocean 28, is the sanctioned hull. High North News, Forsvarets Forum and NTB print the same sanctions biography: in October 2024 the ship delivered large power-generation modules from China to Utrenniy, the terminal serving Russia’s Arctic LNG 2 project; it was designated under United States sanctions in January 2025 and is also subject to European Union and other listings. Harstad Tidende and VOL describe a Guatemalan register, an alias Ocean 28, and prior flags of China, Panama, Guyana and Guatemala since 2022. VesselTracker colour matches a Guatemala MMSI 332009943 and call sign 7QBA13. Barents Observer’s 8 October Equasis colour called the Guatemalan flag false. FOH has not printed a flag, a false-flag finding, or an Equasis line. Stay with the local papers’ Guatemala register as newspaper colour and with the US / EU / Norwegian listing as the sanctions column. Do not treat Barents Observer’s “false flag” as a Norwegian legal act.
Jian Yang Cheng He, IMO 9813137, is the second named hull. VOL and Harstad Tidende say this ship is not sanctioned. High North News’s 14 October lead called both ships “sanctioned Chinese” in a paraphrase of FOH’s storm-shelter line. Hold that dual-sanctioned wording as newspaper paraphrase. FOH named both ships as two of the twelve seeking shelter. It did not, on the printed Norwegian email, designate Jian Yang Cheng He as a listed hull. Open-register colour only: China AIS, MMSI 413381240, call sign BQAQ8, heavy-load carrier, 2017, about 130 by 28 metres. VesselFinder colour still showed a North Russia position and an MMK RU destination with a 18 September ETA, 15 days stale as of this desk’s check. That is AIS colour. It is not a FOH destination order and not a confirmed Murmansk cargo.
High North News, reviewing AIS, placed at least four Norwegian units nearby: Coast Guard vessels KV Måløy, KV Heimdal and KV Sortland, plus the military vessel Sjøbjørn. VOL said Jian Yang Cheng He had probably been visited by crew from KV Sortland in Andfjorden. FOH did not name the boarding unit in the printed email. Local photographs put both ships off Å on Andøya, at an anchorage in southern Andfjorden near the Andøy–Harstad municipal boundary. Forsvarets Forum’s Thursday-afternoon update still had both hulls off Andøya with KV Sortland in the vicinity. That is as far as the official picture goes.
How they got there, and what FOH did not say
Both heavy-lift carriers left southern China in July and ran north through the Northern Sea Route before spending time near Murmansk and closer to the Norwegian–Russian border, High North News reports, with SynMax Intelligence satellite stills of both ships with cargo on deck earlier in the summer. Ya Qing Hai Yang spent several days last week drifting near the Aynov Islands, less than 30 kilometres from Russia’s maritime border with Norway, before moving west along the Norwegian coast — a Barents Observer 8 October track that High North News folds in as last-week colour. The same file notes repeated NSR work to Utrenniy and to the Belokamenka LNG construction centre outside Murmansk. Jian Yang Cheng He’s role in any current Russian delivery has not been established. High North News is explicit: there is no public confirmation that either vessel is now carrying equipment destined for a Russian project. FOH said only that the two ships carried a type of cargo that made seeking shelter sensible. It did not identify the cargo, the destination, or any finding beyond the sheltering.
Harstad Tidende’s particulars colour on Ya Qing Hai Yang, not a class survey: built 2022 on VesselFinder, about 154 by 42 metres, about 24,623 deadweight tonnes, a deck carrier for large industrial modules. That sits next to the October 2024 Utrenniy module delivery. It does not tell an operator what is on deck off Andøya this week. Do not lock a live Arctic LNG 2 cargo into the master’s pack as a FOH finding.
Operational implications
For a DPA running Northern Sea Route heavy-lift or any ship that may need a Norwegian place of refuge this autumn, the Andøya file is a coastal-state identity check inside a weather refuge, not a new Arctic boarding circular. Twelve ships ran in. Two of them attracted a named visitation because of the sanctions biography on one hull and the cargo type on both. Certificates and identity are what a routine visitation tests. Stordal’s “further handling” line is the live risk: the refuge can hold, and the next step can still be an administrative measure, a detention, a sailing order, or a release to weather. None of those has been printed.
The sanctions column does not cancel UNCLOS assistance. Dagbladet’s FOH watchkeeper said Norway is still obliged to grant necessary help and a place of refuge. A master of a listed hull who needs shelter on the Norwegian coast should expect boarding, document checks, and a pause while FOH decides the next step. A master who treats the refuge as a quiet bunkering or cargo window will have misread the operation. A charterer who treats the visitation as a completed EU enforcement action, a confiscation, or a false-flag prosecution will also have over-read FOH. Those are the DF Peak / Réunion tools, already on a dedicated 13 October file under UNCLOS Article 110. Andøya is not Réunion. FOH has not printed a nationality offence, a prosecutor, or an immobilisation order.
AIS colour will move faster than FOH. Jian Yang Cheng He’s stale MMK RU destination and Ya Qing Hai Yang’s Guatemala MMSI are useful for a tracker sheet. They are not sailing orders. High North News’s 16 October 13:04 update still had no destination. Until FOH or the Coast Guard names a next port, a cargo, a detention or a clean bill, operators should keep both hulls as “shelter plus visitation, handling open.”
Do not recast this week as a completed Norwegian seizure, as a FOH false-flag finding, as a confirmed Arctic LNG 2 cargo on deck off Andøya, as a dual official sanctions listing of Jian Yang Cheng He, as a rewrite of DF Peak, or as a Hormuz file. The confirmed facts are a FOH count of twelve storm-shelter ships, two named heavy-lifts, a routine visitation, an ongoing Coast Guard operation with no comment, a US / EU / Norwegian listing on Ya Qing Hai Yang tied to the October 2024 Utrenniy delivery, a place-of-refuge obligation that still applies, and no published cargo, destination or next administrative act.
What Operators Should Note
- Log a visitation in a place of refuge, not a seizure. FOH / Brynjar Stordal, 14–15 October, restated on High North News’s 16 October 13:04 English update. Twelve ships sheltering from a storm off Lofoten. Ya Qing Hai Yang and Jian Yang Cheng He among them. Coast Guard visitation on one hull, second boarding in preparation, further handling still open. Coast Guard media: ongoing, no comment. Do not brief a confiscation, a prosecutor or an immobilisation order.
- Keep the sanctions column on Ya Qing Hai Yang only, unless FOH prints otherwise. IMO 1021570, former Ocean 28. US designation January 2025 after October 2024 power-generation modules China–Utrenniy / Arctic LNG 2. EU listing, Norwegian incorporation. Harstad Tidende / VOL: Guatemala register as newspaper colour; VesselTracker MMSI 332009943, 7QBA13. Barents Observer Equasis “false Guatemalan flag” is colour, not a FOH act. Jian Yang Cheng He, IMO 9813137: VOL/HT not sanctioned; HNN “sanctioned Chinese” is paraphrase. Open-register colour: China AIS, MMSI 413381240, BQAQ8, 2017, about 130 by 28 metres.
- Expect identity and certificates, then a pause. Dagbladet FOH: heading south, stood in for weather, routine visitation to identify the ship and check papers. Place of refuge remains owed on a listed hull. A sanctioned heavy-lift that needs Norwegian shelter should plan for boarding and delay, not for a quiet call. Do not treat the anchorage off Å as a cargo or bunker window.
- Do not lock cargo or destination into the official file. FOH: cargo type made shelter sensible; no cargo identified, no destination named. High North News: both ships ran the NSR from southern China in July, time near Murmansk; no public confirmation of a current Russian-project cargo. SynMax summer stills with cargo on deck are last-season colour. VesselFinder MMK RU / 18 September ETA on Jian Yang Cheng He is stale AIS, not a FOH order.
- Note the units, not a new boarding circular. High North News AIS colour: KV Måløy, KV Heimdal, KV Sortland and Sjøbjørn nearby. VOL: Jian Yang Cheng He probably visited from KV Sortland. FOH did not name the boarding ship. This is not UNCLOS 110 on the high seas and not a rewrite of the dedicated 13 October DF Peak boarding south of Réunion. Geography is Andfjorden / Andøya. Instrument is a routine coastal visitation inside storm refuge.
- Watch FOH’s next handling line, not a Hormuz tape. Stordal said further handling would have to wait. Until a detention, a sailing order, a cargo finding or a flag determination is printed, keep both hulls on an open Norwegian sheet. Do not merge with Update 105, with UKMTO 174-26, or with Panama’s in-process AMP cancellations of Bitu, Starway and Mackerel.
Regulas Shipping will keep lining FOH’s twelve-ship storm-shelter count against the open visitation on Ya Qing Hai Yang and Jian Yang Cheng He so operators can treat Andøya as a place-of-refuge identity check, not as a completed Arctic sanctions seizure.
