Russia’s Transport Ministry said on Tuesday, 6 October, that the Liberia-flag tanker Aframax Rio had been set alight off the Black Sea coast near Sochi after coming under attack from unmanned boats. All 23 crew, Indian nationals, were rescued. Preliminary information indicated there were no casualties. Oil was burning openly in the Black Sea. Firefighters would tackle the blaze once it became less intense. Reuters, Anadolu, dpa and the Straits Times carried the same ministry Telegram. That is the working primary. It is a named hull, a named crew nationality, a named weapon class on the Russian account, and an open-water oil fire off a resort coast. It is not a reprint of Tuesday morning’s Bulgarian exclusive-economic-zone attacks on Alfa Watan and Able, not a reprint of Monday’s Royad Mammadov fire and sinking off Romania, and not a reprint of Tuesday’s unnamed Marshall Islands rapeseed-oil casualty off Odesa.
Dmitry Plishkin, head of the Sirius federal territory administration, said beaches in Sirius were closed after the fire. Water and air quality were being monitored. He said pollutant concentrations in the territory remained many times lower than maximum permissible concentrations and posed no threat to health. That is a local-authority air-quality line, not a completed MARPOL finding on how much oil left the ship or where it went. Kyiv Post and AFP described thick black smoke visible from Sochi and said the intensity of the blaze at first kept firefighters off the hull. Videos circulating on Russian social media are colour on what the coast could see. They are not a cargo figure.
Ukraine has not, in the English-language primaries used here, claimed the attack. Russia’s ministry said unmanned boats. dpa noted that it remained unclear whether Ukrainian forces were responsible. Hold that gap. Do not brief a confirmed Ukrainian USV attribution from the fact that Kyiv has used uncrewed craft against ships linked to Russian ports earlier in the war, and do not brief a shadow-fleet finding as a substitute for a flag-state or class casualty report.
What the Russian account published, and what it did not
The Transport Ministry named the ship, the flag, the crew count, the crew nationality, the weapon class and the immediate human result. It did not publish an IMO number, a position in latitude and longitude, a cargo quantity, a load port, a destination, a pollution volume, or a responsible party beyond “unmanned boats.” Tuesday evening local time is the timing in the Reuters/Anadolu recap. Sirius, the federal territory on the southern edge of the Sochi coast, is the shore administration that closed beaches. “Fire of oil” and “oil is burning openly in the Black Sea” are the ministry’s own phrases in the Anadolu/TASS recap. Treat them as an official description of a cargo-tank or spill fire, not as a measured tonne figure.
Ukrinform, the Odessa Journal and Kyiv Post identified the same name with IMO 9273844 and said Ukraine’s National Security and Defence Council had added Aframax Rio to a 12 February 2026 sanctions list of ships Kyiv describes as part of Russia’s shadow fleet, alongside about 90 other hulls. Those outlets also said the ship was not on European Union or allied sanctions lists. That is a Ukrainian listing, not an EU, UK or U.S. designation, and it is not a finding that Tuesday’s cargo was sanctioned crude. BlackSeaNews, which maintains a tanker database, records the same IMO, a 12 February 2026 to 12 February 2036 Ukrainian sanctions window, and historical voyages from Ust-Luga, Novorossiysk and Taman toward Indian, Singapore and Saudi discharge options. Historical AIS is not Tuesday’s stem. MarineTraffic colour in the Ukrainian recaps put a last position about 15 kilometres off Sochi and showed no Russian Black Sea port call on the public page for the immediately preceding days; a September Tuzla–Samsun–Constanța track in the same recaps is voyage colour, not a cargo declaration for the fire.
Open particulars, kept separate from the listing
Open registers matching IMO 9273844 describe Aframax Rio as a Liberia-flag crude-oil tanker, MMSI 636022972, call sign 5LLH6, about 247 by 42 metres, about 57,948 gross tons and 107,113 deadweight, built in 2004. She has flown Liberia since April 2023 after Panama. Registered owner is given as Rio Enterprises SA. BlackSeaNews places that owner care-of Hellenic Tankers in Kifisia, Athens, and lists Hellenic Tankers as commercial manager since October 2020, with Executive Ship Management in Singapore as ISM manager since 2012. Ukrinform, citing the Ukrainian council, said the owner was registered in the Marshall Islands and that operations and chartering had been handled through Navig8 Group in Singapore and Greek managers including Hellenic Tankers. Hold the registration-country discrepancy. Do not brief a single beneficial owner as a closed fact, and do not treat a Ukrainian sanctions recital as a P&I card.
Ukrainian recaps said the class of ship can lift about 95,000 to 100,000 tonnes, or roughly 700,000 to 750,000 barrels. That is a capacity line, not a sounding on Tuesday night. The ministry said oil was burning. It did not say how many tonnes were on board, whether tanks had been opened by the boats, or whether the fire was cargo, bunker or both. Do not convert capacity into a spill volume.
A different Black Sea file from the three already on this desk
Tuesday’s Sochi fire sits on the Russian coast. Monday’s Royad Mammadov file sits in Romania’s search-and-rescue picture: a St Kitts-flag general cargo on a grain voyage out of Izmail, two dead, an Indian injured among a mixed crew, the hull sunk. Tuesday morning’s Bulgarian exclusive-economic-zone file sits about 70 nautical miles east of Byala: Togo-flag Alfa Watan sunk and her crew still unaccounted for in the dedicated piece, Palau-flag Able on fire, 18 rescued. Tuesday’s Odesa-region file is an unnamed Marshall Islands rapeseed-oil ship, a steward killed, seven injured, on Oleh Kiper’s account. Aframax Rio does not close any of those. It adds a tanker fire and an unmanned-boat claim on the approaches to Sochi, with a full Indian crew taken off and no published injuries on the Russian account.
India’s Ministry of External Affairs, in a Tuesday statement that named On Peace in Hormuz and Royad Mammadov in the Black Sea, did not, in the English copy used here, name Aframax Rio. Indian Express’s headline bundled Hormuz and Black Sea injuries around the Royad Mammadov embassy line from Bucharest, not around Sochi. Do not back-fit the MEA Royad language onto this hull. If New Delhi later names the 23 Indian seafarers taken off Aframax Rio, that will be a new primary. Until then, the crew fact is the Russian ministry’s.
Operational implications
An unmanned-boat attack that leaves a tanker burning oil off a populated coast is a different problem set from a grain-ship fire in an exclusive economic zone. Masters on the Russian Black Sea coast, the approaches to Novorossiysk, Taman and the Sochi roadstead, and any hull still lifting or discharging crude in that pocket need a written USV watch, a darkened-hull lookout and a fire plan that assumes a cargo-tank or manifold hit, not only an engine-room projectile. The ministry’s own delay — firefighters waiting for the blaze to ease — is the working picture for a salvage desk: first the people, then a coast that has already closed beaches, then a fire that may not accept an approach.
Liberia-flag and Indian-crewed tankers should assume flag, class, P&I and the Indian mission will ask for the master’s report, the VDR, the last position before the boats, tank soundings, and whether the ship was loaded, part-laden or in ballast. Charterers who have used this hull, or sister ships under the same owner and ISM lines, should treat Tuesday as a named casualty on a coast that is now inside the same uncrewed-craft problem already seen on the western Black Sea, not as proof that only “shadow” ships are exposed. Ukraine’s February listing is relevant compliance colour for anyone still fixing the ship. It is not a licence to drop BMP on unsanctioned hulls in the same waters.
Pollution response sits with the coastal state until a measured volume appears. Sirius closed beaches and published an air-quality reassurance. That is not a clean bill for fisheries, intakes or adjacent hulls. A ship transiting or anchoring off Sochi on Wednesday morning needs a smoke-and-slick lookout and should not treat Plishkin’s “no threat to health” sentence as a completed environmental assessment. Do not fold the fire into JWLA-035, the Bulgarian hunt for Alfa Watan’s crew, or the Hormuz projectile tape. Those are listed-area, NATO-EEZ and Gulf products. Tuesday’s file is a Liberia-flag tanker, an unmanned-boat claim, and an oil fire off Sochi.
What Operators Should Note
- Log a named Sochi tanker fire, not a rewrite of Byala, Royad Mammadov or the Odesa rapeseed-oil casualty. - Brief a USV and cargo-fire watch on the Russian Black Sea coast. People first, then a hull that may not accept firefighters, then a slick-and-smoke lookout for anyone still in the Sochi approaches. Sirius closed beaches; air-quality reassurance is not a MARPOL volume.
- Do not back-fit India’s Royad Mammadov statement onto this crew. The MEA Tuesday product named On Peace and Royad Mammadov. The 23 Indian seafarers on Aframax Rio are, so far, a Russian ministry fact. Flag, class, P&I and the Indian mission will want the master’s report if they recognise the hull.
- Do not recast Tuesday as a corridor closure, a new listed-area circular, or a confirmed Ukrainian strike. Stay with unmanned boats on the Russian account. Keep this off the Hormuz, PGSA, MPCI and Japan-permit desks. CSO, master, flag and the coastal state own the fire until a pollution volume, a wreck position, or a named claimant appears.
