Iran’s Persian Gulf Strait Authority (PGSA) published a “Non-Compliant Vessels” list of roughly 45–46 ships in late August 2026, warning that named vessels face fines, detention, seizure or cargo confiscation on future Strait of Hormuz passages. The list includes VLCCs, LNG/LPG carriers and product tankers, among them ships linked to ADNOC Logistics & Shipping, Navig8, Saudi Bahri and other international owners.
PGSA also threatened to add any vessel conducting ship-to-ship transfers or commercial operations with listed ships — a direct shot at Gulf shuttle and STS workarounds. Operators must screen the list before fixing Gulf voyages; removal requires a formal request with explanations to Iranian maritime authorities. The blacklist landed as kinetic attacks and U.S. blockade diversions continued, layering administrative enforcement onto physical risk.
What Operators Should Note
- Screen every Gulf fixture against the PGSA IMO list before fixing.
- STS with blacklisted tonnage can infect otherwise clean vessels.
- Charter parties need seizure/confiscation and fee-dispute language.
- Do not treat listing as theoretical after the AMARA detention precedent.
