The ship was damaged. A fire broke out on the upper part of the vessel, in the superstructure. One person was killed. Seven others were injured. Kiper called it another Russian attack on civilian vessels in the Black Sea and said that, by deliberately striking civilian shipping and port infrastructure, Russia was flagrantly violating international law and creating a threat to global food security. LB.ua, Ukrainska Pravda and BTA all carried the Telegram notice the same morning.<\/p>\n<p>That is the working primary. Tuesday is an Odesa-region authority casualty on an unnamed Marshall Islands hull with a named cargo and a named human cost, not a rewrite of Saturday\u2019s unnamed Liberia-flag Odesa-region port strike, not a rewrite of Monday\u2019s Royad Mammadov fire and sinking in the Romanian EEZ, and not a rewrite of Tuesday\u2019s two-ship Bulgarian EEZ SAR. The useful facts for a DPA, a Black Sea master and a P&amp;I desk are the flag, the rapeseed-oil cargo, the superstructure fire, one dead and seven injured, and the fact that Kyiv\u2019s first product is a regional-administration war-risk notice, not a named IMO. Do not invent a ship name. Do not treat a Ukrainian attribution as a flag-state circular.<\/p>\n<h2>What Odesa and the Shipping Administration actually said<\/h2>\n<p>Kiper\u2019s notice is short. A Russian attack drone damaged a commercial vessel under the Marshall Islands flag. The ship was loaded with rapeseed oil. The superstructure caught fire. One person died. Seven were hurt. He placed the event in the Black Sea and tied it to a pattern of strikes on civilian shipping and port infrastructure. He did not, in that statement, name the ship, an IMO number, a berth, a position, a load port, a destination, a crew nationality list or a pollution volume. Stay with that gap.<\/p>\n<p>Ukrainian Shipping Magazine, citing both Kiper and the Shipping Administration of Ukraine, added a rank to the fatality. The Administration said the dead crew member was a steward, and that seven other people were injured. That is the working human detail until the flag state, the owner or a later official notice revises it. Kiper\u2019s own Telegram line did not publish the rank. Label the steward as a Shipping Administration fact, not as Kiper\u2019s wording. The Administration also said attacks on merchant ships create risks for the safety of navigation and for the stability of international food-supply chains. That is a policy sentence. It is not a cargo survey.<\/p>\n<p>Ukrainska Pravda\u2019s 12:09 write-through restated Kiper without adding a name. LB.ua timed the English file at 11:27. BTA\u2019s Odesa correspondent filed at 12:26. None of those three named the hull. Do not fill the name from AIS speculation. An unnamed Marshall Islands rapeseed-oil casualty with one dead and seven injured is already enough for the first notice of claim, the crew-welfare file and the war-risk notice to underwriters. A guessed IMO that later proves to be the wrong ship is worse than no IMO.<\/p>\n<p>Kiper\u2019s food-security line is political context, not a finding that this cargo was a World Food Programme stem. Rapeseed oil is a commercial vegetable-oil cargo. It is also a food-corridor cargo in this basin. Treat it as the cargo the regional administration named. Do not upgrade it to a humanitarian shipment that no agency has claimed.<\/p>\n<h2>What this sits on \u2014 and what it does not change<\/h2>\n<p>Saturday\u2019s dedicated 4 October 03:30 piece is a Ukrainian Sea Ports Authority casualty: a Liberia-flag cargo ship in an Odesa-region port, one motorman killed, three injured, 13 evacuated, hull unnamed by USPA, local matching Jincheng, IMO 9378838. Tuesday is a different flag, a different cargo, a different human tally and a different first speaker. Kiper, not USPA, is the named official. One dead and seven injured is not Saturday\u2019s motorman-and-three. Do not collapse the two into a single \u201cOdesa drone\u201d file. If a later Shipping Administration or USPA notice names Tuesday\u2019s IMO, that name can be lined against this piece. Until then, Tuesday remains unnamed.<\/p>\n<p>Monday\u2019s dedicated 5 October 11:30 piece is a Romanian Naval Authority casualty: Royad Mammadov, fire outside Romanian territorial waters, Interior Ministry later 11 rescued and two dead, matching IMO 9356969, Saint Kitts and Nevis, voyage colour Izmail\u2013Ravenna with grain. Zelenskyy\u2019s Monday blame line, as restated in Tuesday\u2019s Ukrainska Pravda background, is about that Turkish-owned maize ship in waters off Romania. It does not identify Tuesday\u2019s Marshall Islands hull. Do not brief Royad Mammadov as this rapeseed-oil ship.<\/p>\n<p>Tuesday\u2019s other Black Sea file is Sofia\u2019s: Alfa Watan, IMO 7510884, sunk in the Bulgarian EEZ about 70 nautical miles east of Byala, Able, IMO 9001136, on fire, 18 people off. That pair is a NATO-EEZ SAR with named IMOs and a missing-crew search. Kiper\u2019s Marshall Islands ship is an Odesa-region war-risk notice with a fatality and no published name. Brief both. Do not merge them. A dry-cargo sinking off Bulgaria does not identify a rapeseed-oil fire in the Odesa file, and Kiper\u2019s drone language does not identify the drones off Byala.<\/p>\n<p>The Joint War Committee\u2019s JWLA-035 circular of 16 September already lists almost the entire Black Sea as a war-risk area, excluding territorial waters of adjoining countries other than Russia and Ukraine. A superstructure fire on a Marshall Islands vegetable-oil cargo does not create that listing. Liberia\u2019s Marine Security Bulletin 37\/2026 Level 3 in Ukrainian ports does not automatically travel with a Marshall Islands hull; the relevant screens are the ship\u2019s own SSP, the flag state\u2019s security direction if one is issued, the charterparty war-risk clause, and whatever additional premium the underwriter already prices on JWLA-035. UKMTO Warnings 150-26 through 156-26 do not identify this ship.<\/p>\n<h2>Operational implications<\/h2>\n<p>One dead and seven injured after a superstructure fire on a laden vegetable-oil cargo is a crew-welfare, fire and war-risk event before it is a routing debate. A steward killed in the accommodation block is a reminder that one-way-attack in this basin is not only an engine-room and cargo-tank problem. The people who die are often the people in the house. Masters still loading vegetable oils, grains and other food-corridor cargoes in the north-western Black Sea need a written watch for air attack alongside and on passage, a mustered fire party that can reach the superstructure, and a medical plan that assumes more than one casualty. Seven injured is already a MEDEVAC and next-of-kin problem, not a single first-aid case.<\/p>\n<p>Managers with Marshall Islands-flag tonnage in the basin should assume the flag state, class, P&amp;I and the Ukrainian investigator will ask for the crew list, the fire-and-abandon-ship record, whether a distress message named a weapon, and the cargo documents. Kiper did not publish an IMO. Do not put a guessed number on the first notice of claim. Put the flag, the cargo, the date, the one-dead \/ seven-injured tally and the Shipping Administration\u2019s steward line, and say the hull is unnamed in the official product.<\/p>\n<p>Rapeseed oil is a MARPOL Annex II \/ vegetable-oil carriage problem if the hull is breached, and a fire problem if the accommodation is involved. Tuesday\u2019s official products describe a superstructure fire, not a published cargo-tank breach and not a published pollution volume. Do not brief a spill. Do brief owners and charterers to ask, in writing, whether the ship is still making way, whether the fire is out, where the injured are, and whether the cargo remains contained. Food-corridor language from Kiper is a reason to notify the charterer and the cargo interest. It is not a reason to tell a crew that this was a protected humanitarian sailing. It was not described as one.<\/p>\n<p>Do not brief Tuesday as proof that every Marshall Islands hull in the basin has been hit, that the ship was alongside a named Odesa berth, or that Saturday\u2019s Jincheng file has been updated. The confirmed facts are a Marshall Islands flag, a rapeseed-oil cargo, a drone strike as described by Kiper, a superstructure fire, one dead \u2014 a steward, on the Shipping Administration\u2019s account \u2014 and seven injured.<\/p>\n<h2>What Operators Should Note<\/h2>\n<ul>\n<li><strong>Treat Tuesday as an Odesa Regional Military Administration casualty, hull unnamed.<\/strong> Kiper: Marshall Islands flag, rapeseed oil, Russian drone, superstructure \/ upper-part fire, one dead, seven injured, Black Sea, 6 October. One notice per authority.<\/li>\n<li><strong>Re-open superstructure fire, MEDEVAC and war-risk on vegetable-oil and food-corridor stems, not only on grain and not only alongside.<\/strong> Written air-attack watch on passage as well as at berth, fire party to the house, a plan for more than one casualty, and a check that JWLA-035 additional premium and crew-refusal language actually cover a Marshall Islands rapeseed-oil sailing in this basin.
