The face of the product is titled 184-26 — ADVISORY. The incident date is 28 October 2026. The incident time is 1030 UTC. The source line is Military authorities. UKMTO states that it has received reports from various sources of suspicious activity within the Gulf of Aden, potentially indicative of Pirate Action Group Activity. Reports describe several sightings of suspicious small craft operating in the vicinity of merchant vessels. One report describes a green and blue boat with two ladders and one hook with nine persons onboard. Vessels transiting the area are advised to transit with caution, follow guidance written in BMP MS, and report any suspicious activity to UKMTO. Authorities are investigating. The location footer on the PDF is Aden, Yemen. Emergency contacts printed on the product remain watchkeepers@ukmto.org and +44 (0)2392222060.

That is the working primary. Wednesday’s product is an Advisory, not a Warning and not an Attack. It does not name a merchant hull, an IMO number, a flag, a cargo, a boarding, a fire, a projectile, a mothership, or a keep-clear radius. It does not convert the sighting into a confirmed hijack. This afternoon’s dedicated JMIC Advisory Note 016-26 piece on this desk, published about 11:33 UTC, still told operators that UKMTO ended at 183-26. 184-26 was not on that board when that note was written. Masters who brief Wednesday night as a Gulf of Aden Attack, as a Hormuz product, or as Update 109 will have merged a Pirate Action Group watch into three other series.

What the advisory actually printed

The confirmed tape is the body of 184-26. UKMTO has received reports from various sources of suspicious activity within the Gulf of Aden. Potentially indicative of Pirate Action Group Activity. Reports describe several sightings of suspicious small craft operating in the vicinity of merchant vessels. One report describes a green and blue boat with two ladders and one hook with 9 persons onboard. Vessels transiting the area are advised to transit with caution, follow guidance written in BMP MS and report any suspicious activity to UKMTO. Authorities are investigating. That is the product. Stay with that wording. Do not invent a boarding, a named tanker, a shot fired, or a confirmed PAG disruption. Do not invent a lat/long on the UKMTO PDF. 184-26 does not print one.

The hydrographic wrap, not a second primary, is NAVAREA IX 416/26, issued 281500 UTC 28 October, about five hours after the UKMTO clock. The official Pakistan coordinator text is: GULF OF ADEN / SOMALIA. Possible pirate action group reported approximately in 12-42N 047-35E. Mariners are advised to keep clear of this position and exercise extreme caution. Report any incident to relevant authorities. Cancel this message 032359 UTC 3 November 2026. Pakistan’s in-force table on Wednesday lists 416/26 first, under Gulf of Aden Somalia, description possible pirate action group reported. That is the first official public lat/long against this watch. It is not a UKMTO naming of a hull. It is not a radius. The coordinator printed keep-clear of this position, not a 5 NM, 10 NM or 200 NM circle. The NAVAREA titles the water Somalia; the UKMTO footer titles it Aden, Yemen. Hold both. Do not collapse them into a territorial-sea finding.

Industry colour of the same clock, not an official second naming, is Clearwater Dynamics Alert 041-(Oct 26), issued against a 28 October 11:47 UTC stamp and sourced to MSCIO. That reprint attributes MSCIO Alert 156/26, restates the green-blue small craft with nine persons, two ladders and one hook, adds a southbound 10-to-18-knot line, and says Operation ATALANTA is investigating. Those extra lines are not on the UKMTO PDF. They are not on NAVAREA IX 416/26. Treat them as industry colour of an MSCIO product this desk has not independently retrieved from mscio.eu. Anadolu Agency, Seatrade, Yemen Monitor and Arab Times Wednesday reprints restated the UKMTO small-craft sentence without adding a hull. Do not treat any of those wires as an ICOD, a Warning upgrade, or a confirmed boarding.

BMP MS on the UKMTO action line is Best Management Practices for Maritime Security, the current industry booklet, not a new circular. The PDF does not reprint citadel, hardening, or Voluntary Reporting Area procedures. It tells transiting ships to follow that booklet and to report. UKMTO emergency reporting remains the watchkeepers mailbox and +44 (0)2392222060. MSCIO’s standing registration mailbox remains postmaster@mscio.eu. Those are different desks. 184-26 does not merge them.

What this is not

This is not Warning 185-26, and it is not a rewrite of 183-26, 182-26 or 181-26. 183-26 remains Monday’s dedicated Suspicious Activity fire 63 nautical miles southeast of Al-Faw. 182-26 remains Monday’s dedicated outbound-Hormuz Attack with a disablement line. 181-26 remains Friday’s dedicated unnamed tanker Attack 7 nautical miles northeast of Limah, later typed as an LPG tanker on Update 108 and named Leonora Kosan on Tuesday’s dedicated IMO 121-count. 184-26 prints none of those hulls and none of those offsets. It is a Gulf of Aden Advisory. It is not a northern-Gulf fire and not a Hormuz projectile.

This is not Update 109. Update 108, JMIC# 001 26, ICOD 251300 UTC 25 October, remains the last numbered public periodic note, with Hormuz SEVERE, the Arabian Gulf SUBSTANTIAL, the Gulf of Aden SUBSTANTIAL, and 156 incidents since 1 March. 184-26 sits after that cut-off. This afternoon’s dedicated 016-26 is a blockade visit-and-search document pack for the Gulf, the Strait of Hormuz, the Gulf of Oman and the Arabian Sea. It is not this PAG watch. Do not recast 016-26 as having predicted 184-26, and do not recast 184-26 as a Hormuz reopen.

This is not an International Maritime Organization 122-count. The highlighted-incidents board is still 121 confirmed / 24 seafarer fatalities as at 27 October, with Leonora Kosan still the newest named row. 176-26, 182-26 and 183-26 remain unnamed on that board. 184-26 does not fill those slots and does not belong on that Middle East highlighted-incidents table. This is not a rewrite of the dedicated Asana hijack file. Update 108 still carries Asana as hijacked. 184-26 does not name Asana, does not move that hull, and does not close that case.

This is not this morning’s dedicated NAVAREA IX 410/26 cancel of the GFS Pride, Cape Dao and Ghana Prosperity cautions, and it is not this afternoon’s dedicated 411/26 McDermott DB30 pipelay berth off Qatar. Same-clock NAVAREA IX 414/26, the November Pakistan live-firing product, is a separate Arabian Sea works notice and is not this Aden watch. 415/26 is a housekeeping cancel of 559/25 and 032/26. Do not merge a Karachi firing box or a Qatar barge into a nine-person skiff.

Operational implications

For a master already in the Internationally Recommended Transit Corridor, or shaping to enter the Voluntary Reporting Area overnight, Wednesday is a bridge-and-lookout problem before it is a policy problem. UKMTO printed several sightings of suspicious small craft near merchant vessels, then printed one craft in enough detail to brief the watch: green and blue, two ladders, one hook, nine persons. Ladders and a hook are boarding kit. The product still stops at “potentially indicative.” The working instruction is transit with caution, BMP MS, and an immediate report, not a deviation around a published circle. NAVAREA IX 416/26 then gives the watch a plot to keep clear of: 12-42N 047-35E, in force until 032359 UTC 3 November. That plot sits in the central Gulf of Aden, on the order of 150 nautical miles east of Aden, north of the usual IRTC centreline. A passage plan that only carried Update 108’s SUBSTANTIAL Gulf of Aden line, or that treated the corridor as quiet because the last confirmed Houthi merchant attack on Update 108 was 24 August, has not budgeted a same-day PAG watch with a keep-clear position and a 3 November cancel.

For a DPA and an operator with ships in the Gulf of Aden, the Red Sea approaches or the Somali Basin this week, the reporting split is the operational content. Suspicious activity and approaches go to UKMTO on the 184-26 action line. MSCIO remains the EU ATALANTA registration and alert desk. Registering with one mailbox is not a substitute for the other. BMP MS hardening, citadel drills, AIS and lighting policy, and the decision to keep or drop a privately contracted armed security team stay company and flag business. 184-26 does not order a team on, a team off, a speed change, or a daylight-only transit. It also does not authorise a master to treat a green-and-blue skiff as a confirmed attack after the fact. Log the Advisory number, the 1030 UTC clock, the 416/26 position, and the 3 November cancel. Do not log a boarding that the PDF does not print.

For charterers and P&I, Wednesday is a Gulf of Aden delay-and-reporting file, not a war-risk conversion and not a Hormuz fixture problem. Off-hire and deviation conversations will now ask whether the ship was in the vicinity of 12-42N 047-35E, whether it reported, and whether it was following BMP MS. They will not be answered by this afternoon’s 016-26 document pack, by Tuesday’s 121-count, or by Monday’s 183-26 Al-Faw fire. Seatrade’s same-day colour that the last reported pirate activity in the area was a 17 October LNG-carrier skiff approach is industry colour of a prior week. It is not a 184-26 naming, not a second PAG, and not a dedicated file on this desk. Do not collapse that 17 October colour onto tonight’s Advisory.

Keep the dedicated files on their own lines. 183-26, 182-26 and 181-26 remain their UKMTO PDFs. Update 108 remains the last periodic threat note, Gulf of Aden still SUBSTANTIAL. 016-26 remains this afternoon’s blockade document pack. 411/26 remains this afternoon’s Qatar pipelay berth. 410/26 remains this morning’s three-product cancel. Asana remains the dedicated hijack file. Do not recast 28 October night as Warning 185-26, as a confirmed boarding, as Update 109, as an IMO 122-count, or as a Hormuz product.

What Operators Should Note

Log 184-26 as an Advisory, not as an Attack. UKMTO Advisory 184-26, incident 28 October 2026, 1030 UTC, source Military authorities, location footer Aden, Yemen. Those extras are not on the UKMTO PDF and not on 416/26. Anadolu, Seatrade, Yemen Monitor and Arab Times reprints add no hull. Do not promote any of them to a Warning, a boarding, or a named mothership.

Do not merge this watch onto Hormuz, Al-Faw or Asana. 183-26 remains the 26 October Al-Faw fire. 182-26 remains the 23 October outbound-Hormuz disablement. 181-26 / Leonora Kosan remains the Limah LPG file. Asana remains hijacked on Update 108. IMO still 121 / 24 as at 27 October. 016-26 remains this afternoon’s blockade document pack. 411/26 remains the DB30 Qatar berth. 414/26 is a separate November Pakistan firing product.

Report to both desks and keep BMP MS in force through 3 November. UKMTO is the 184-26 reporting line.
