The Maritime Coordination Centre launched a search-and-rescue operation about 13 nautical miles south-east of Sulina. There were 12 people on board. The vessel was not carrying any cargo. AGERPRES carried the authority’s update the same day. This is a new Thursday casualty file at the mouth of the Danube. It is not a rewrite of Tuesday’s dedicated HS Dignity / Chelsea 3 piece in Bulgaria’s exclusive economic zone, not a UKMTO product, and not a Hormuz projectile warning.

The working primary is the Naval Authority’s sequence: an emergency alert at around 07:00 local time, a superstructure fire, 12 souls on board, no cargo, then a later count of five rescued and seven missing. Euronews, quoting the same authority, put the first fire report at around 07:00 (06:00 CET) and said a vessel and a helicopter were on the search. Romania’s Interior Ministry said it had sent two Black Hawk helicopters and two ships with medical staff. “At the moment, the rescue cannot be done safely because of very big waves,” the ministry said, as carried by Reuters. Stay with those clocks. Do not convert a running SAR into a confirmed death toll.

Two tanker fires, then two more names on a NATO list

Wine Trader is the second fire off Sulina in 24 hours. On Wednesday evening Romania said it was probing a possible drone attack on the Comoros-flagged chemical and oil tanker Yara J. A fire had broken out. The crew doused it themselves. All crew were reported safe. Defence Minister Radu Mîrțuța said an investigation was under way: “Whether it was struck by a drone or not, an investigation is currently underway.” He called the matter one of “significant gravity, given that such incidents are occurring in Romanian territorial waters.” Hold Yara J as a separate Wednesday file. Do not transfer Wine Trader’s missing count onto it, and do not treat two fires as a single confirmed munition.

President Nicușor Dan, speaking as he arrived in Brussels for an EU summit, said the two ships had been struck by drones. He declined to say whether Russia was responsible. “We want to gather all the data about what happened exactly, but there will surely be a reaction,” he said, as carried by Euronews. Reuters recorded him describing the wider Black Sea picture: commercial ships attacked and sunk; seafarers killed, injured and missing, very close to the shores of Romania and Bulgaria; lives, global trade and critical infrastructure at stake. He said he had spoken briefly with Bulgarian Prime Minister Rumen Radev and that they would meet NATO Secretary General Mark Rutte later on Thursday. Associated Press placed Wine Trader on a passage from Tunisia to Romania. Stay with Dan’s drone line as a presidential statement, not as the Naval Authority’s first product. The authority printed a fire. It did not, in the AGERPRES update, print a munition type or a shooter.

Attribution is split across sources and should stay split. A NATO military source told Reuters the drones that caused the fires on two tankers were of Russian origin. Stars and Stripes, citing NATO, said the Alliance named four ships as targets of suspected drone attacks and did not name those responsible. Do not convert an anonymous Reuters source into a named-state finding, and do not drop Dan’s drone statement because the Naval Authority led with fire. The published stack is: ANR fire and SAR; presidential drone statement without a named origin; Reuters anonymous “Russian origin”; NATO four-ship suspected-target list without a public attribution.

NATO’s four names, as carried by Reuters and reviewed against the Stars and Stripes read, are Wine Trader, Yara J, the Marshall Islands-flagged bulk carrier Sea Destiny inside Romanian waters, and the Tanzanian-flagged tanker Dania J, moored in the Ukrainian Danube port of Izmail. NATO did not say whether drones struck all four ships and gave no damage or casualty details for them. Vesseltracker’s casualty desk, citing Romanian Defence Minister Mîrțuța, said Sea Destiny reported an explosion in its vicinity, sustained no damage, and had no injuries among the crew. That is a vicinity-explosion line, not a confirmed hit and not a second missing-crew file. Dania J sits on a different geography: Izmail, not Sulina. vesseltracker’s 13 October colour on that hull — shrapnel, nearby port-infrastructure fire, crew safe — is voyage colour on a NATO-named ship. It is not a Romanian Naval Authority product and not a reason to add Izmail casualties to Thursday’s 7-missing count. Romanian authorities are investigating the three ships off Romania. Keep Dania J on the NATO list, off the ANR SAR.

Open-register colour only, and not a Romanian naming beyond the hulls already in Thursday’s briefings. Wine Trader: IMO 8808707, MMSI 268257503, call sign T7DC5, San Marino, chemical tanker, built 1989, about 118 × 17 metres, about 4,297 gt / 6,259 dwt. VesselFinder’s last public AIS colour used for this desk was destination Sulina, draught about 5.0 metres, speed near zero. Yara J: IMO 9221803, MMSI 620800363, call sign D6A4363, Comoros, chemical / oil-products tanker, built 2001, about 118 × 19 metres, about 6,519 gt / 10,018 dwt, draught about 4.5 metres. Sea Destiny: IMO 9675262, MMSI 538011540, Marshall Islands, bulk carrier, built 2014, about 229 metres, about 82,172 dwt, destination colour Sulina. Dania J: IMO 9143893, MMSI 677038000, call sign 5IM480, Tanzania, oil / chemical tanker, built 1996, about 85 × 14 metres, about 2,133 gt / 3,585 dwt. Those are particulars. They are not a class survey, not a cargo declaration beyond ANR’s “no cargo” on Wine Trader, and not a completed SAR list.

Where the 12-mile line sits, and what it does not settle

Geography is the operational argument, not a settled legal finding from a headline. The Naval Authority’s distance is about 13 nautical miles south-east of Sulina. Reuters placed Wine Trader 13 nautical miles south-east of the Sulina canal, one mile outside Romanian waters, and Yara J 8–10 miles south-east of Sulina inside Romanian waters. Euronews, quoting the Naval Authority, put Wine Trader inside territorial waters at the same 13-nautical-mile figure. Dan spoke of tankers inside Romanian territorial waters. Twelve nautical miles is the usual territorial-sea limit. Thirteen nautical miles from a river-mouth reference point is close enough that wires disagreed. Hold the ANR 13-nautical-mile south-east-of-Sulina geometry. Do not brief a completed UNCLOS determination from a news wrap. Do not brief a port closure. Sulina remains the Danube mouth. The canal is still the grain and general-cargo outlet that Romania and Ukraine have been using under pressure on Ukraine’s own Black Sea ports.

Thursday is also not Tuesday. The dedicated 13 October file remains the primary for Chelsea 3, IMO 9361392, Malta, three aerial drones per the crew, 15 recovered, ship brought into Varna, and for HS Dignity, IMO 9545912, Guinea-Bissau, five rescued, 11 missing, search in Bulgaria’s exclusive economic zone. Reuters’ wider wrap that at least five other cargo vessels have been hit near the coasts of Romania and Bulgaria over the past 10 days, with at least 23 sailors reported missing or dead, is a regional tally in a wire story. It is not a reason to add Thursday’s seven missing to Tuesday’s 11, and it is not a reason to reopen Alfa Watan. Do not merge Wine Trader with HS Dignity. Different flags, different nights, different coastal states, different instruments.

Rutte, after meeting Dan and Radev on Thursday, said NATO would continue to work closely with Allies in the Black Sea, adjusting deterrence and defence posture as needed. Dan said Romania and Bulgaria may together propose additional European Council conclusions, including increased security teams in the Black Sea and a civil-protection centre. Radev said EU leaders would discuss a proposed moratorium on attacks on civilian ships in the Black Sea. Romanian Foreign Minister Oana Toiu, speaking earlier in the week in Warsaw, called the Black Sea a global food artery and, in the line Reuters carried, “the deadliest sea when it comes to the number of casualties of sailors in the last months.” Those are political and Alliance clocks. They are not a flag circular, not an Article 5 product, and not a published routing closure of the Sulina canal.

Operational implications

Coastal traffic off the Danube mouth is now inside a 72-hour pattern that sits next to, and is distinct from, the Bulgarian EEZ pattern of 6 October and 13 October. Masters bound for Sulina, Constanța, Galați, Brăila, Giurgiulești or Izmail should treat aerial-drone attack, or a fire that a coastal state is investigating as a possible drone strike, as a current threat to small chemical and products tankers in ballast as well as to laden general-cargo ships. Wine Trader was empty. Yara J’s crew put its own fire out. A ballast tanker with a superstructure fire and seven missing is not a safer case than a laden hull. It is a SAR case in heavy seas a few miles off a grain outlet.

The Sulina approaches are a reporting and manning problem before they are a sanctions problem. Ships waiting off the canal, ships transiting the 13-nautical-mile arc, and ships that go to anchor because a berth is not ready are all in the same picture that Mîrțuța called territorial-water gravity. AIS-off is not a detection shield. ANR printed a named hull, a flag and a soul-count. Clubs should be asked, in writing, how war-risk, crew-injury, salvage and pollution covers respond when the casualty is a chemical tanker in ballast with a superstructure fire and an unfinished SAR, and when a second hull on the same night is a bulk carrier that reported an explosion in its vicinity and no damage. Do not wait for a wreck position or a cargo-residue finding that has not been published. ANR said there was no cargo. That is the published cargo line. It is not a completed chemical-residue survey.

Naming risk is operational. NATO put four ships on a suspected-target list. Only Wine Trader has a published missing-crew count. Operators who copy “four tankers hit, seven missing” off a headline will have mis-counted both the types and the human cost. Sea Destiny is a bulk carrier with a no-damage, no-injury line on the vesseltracker/Mîrțuța read. Dania J is an Izmail file. Yara J’s crew is safe. Keep the four names in the incident log with their different outcomes attached. Do not send a casualty notice against Sea Destiny or Dania J on the strength of the NATO list alone.

Search in this patch of water is now a weather-limited, multi-asset problem. Two Black Hawks and two medical ships do not make a safe recovery if the Interior Ministry says the seas do not. Masters who alter towards a distress off Sulina should assume a live investigation environment, a possible continuing drone picture, and a coastal-state request that can arrive on VHF before a club circular does. Owners who do not intend their hulls to become on-scene rescue platforms should still brief that a nearby superstructure fire with people in the water will generate MRCC tasking.

Do not recast Thursday as a reprint of HS Dignity, as a named-state attribution, as a territorial-sea closure, as a confirmed chemical spill, or as a Hormuz file. The confirmed public facts are an ANR fire and SAR on Wine Trader, 5 rescued and 7 missing from 12, no cargo, about 13 nautical miles south-east of Sulina; a separate Wednesday Yara J fire with crew safe and an investigation; a presidential drone statement; a NATO four-ship suspected-target list; and no completed origin finding in the Naval Authority product.

What Operators Should Note

Log a Thursday Sulina SAR, not a reprint of Tuesday’s Bulgarian EEZ file. Wine Trader, IMO 8808707, San Marino, superstructure fire around 07:00 local on 15 October, about 13 nautical miles south-east of Sulina, 12 on board, no cargo, 5 rescued, 7 missing, search running, seas limiting recovery. Yara J, IMO 9221803, Comoros, Wednesday evening fire, crew extinguished, all safe, investigation whether a drone. Do not add these 7 to HS Dignity’s 11. Do not brief a port closure.

Keep the four NATO names, and keep their outcomes different. Wine Trader: missing crew. Yara J: crew safe. Sea Destiny, IMO 9675262, Marshall Islands bulk carrier: explosion in the vicinity, no damage, no injuries on the Mîrțuța / vesseltracker read. Dania J, IMO 9143893, Tanzania, at Izmail: on the NATO list, not on the ANR SAR. NATO did not say drones struck all four and did not publish casualties for them. Do not send a single casualty circular against the list.

Hold attribution as a stack, not as a finding. ANR printed a fire. Dan said drones, no named origin. Reuters’ NATO source said Russian origin. Stars and Stripes said NATO did not name those responsible. Mîrțuța said the Yara J investigation was open. That is Thursday’s political and Alliance clock. It is not a flag circular, not a named shooter, and not a reason to treat the Sulina approaches as closed.

Do not settle the 12-mile line from a wire. ANR: about 13 nautical miles south-east of Sulina. Reuters: Wine Trader one mile outside Romanian waters, Yara J inside. Euronews / ANR wrap: Wine Trader inside territorial waters. Hold the distance and the river-mouth reference. Do not brief a completed UNCLOS determination, and do not brief that a hit outside 12 nautical miles is outside the operational problem. The canal is still the Danube outlet.

Raise the Danube-mouth threat in the master’s night orders. Small chemical and products tankers in ballast are in the pattern, not only laden grain ships on the Ukrainian corridor further north. Wine Trader’s empty tanks did not prevent a superstructure fire and a 7-missing SAR. AIS-off is not a detection shield. Ships waiting off Sulina, Constanța-bound traffic and Izmail / Giurgiulești runs sit in the same 72-hour picture as Tuesday’s Bulgarian EEZ attacks and should carry both files, not one.

Brief SAR, war-risk and chemical-tanker covers together. Interior Ministry: two Black Hawks, two medical ships, recovery unsafe in very big waves. ANR: no cargo. That is not a completed residue survey. Ask the club whether crew injury, war-risk, salvage and pollution respond on a ballast chemical tanker with an unfinished SAR. Masters who alter towards the distress should assume a live investigation environment. Watch ANR, MAI and the San Marino flag for a revised missing count, a wreck or tow line, or a pollution finding. Until then the published human cost on Wine Trader is 5 rescued, 7 missing.

Regulas Shipping will keep lining Wine Trader’s 5-rescued / 7-missing SAR against the Wednesday Yara J fire and NATO’s four-ship list so operators can treat Thursday’s Danube-mouth attacks as a new Romanian casualty file, not as a reprint of HS Dignity or a named-state attribution.

The Romanian Naval Authority said five crew members from the San Marino-flagged commercial vessel Wine Trader had been rescued and seven remained missing after a fire in the ship’s superstructure on Thursday morning, 15 October.
