War-risk exclusions for the Red Sea, Gulf of Aden and a mapped Indian Ocean box took effect from 00:01 GMT on 16 August 2026 across non-mutual covers at a growing list of International Group P&I clubs, after reinsurers served cancellation notices amid escalating attacks on merchant shipping.
Skuld, Gard, NorthStandard, UK P&I, London P&I, Steamship Mutual, The Swedish Club and The Shipowners’ Club issued notices around 12 August, with Japan P&I following on 13 August. Most changes bite on 16 August; The Shipowners’ Club set a later start of 00:01 GMT on 20 August. The measures hit commercially reinsured and fixed-premium business — charterers’ liability, fixed-premium owners’ P&I, non-poolable extensions and ancillary covers — rather than traditional mutual P&I.
What Changes Overnight
Clubs generally cancel and immediately reinstate with an expanded geographical exclusion covering waters south of Latitude 25°30’N in the Red Sea through the Gulf of Aden into a defined Indian Ocean box. Coastal-water carve-outs typically do not spare the Bab el-Mandeb Traffic Separation Scheme, the Yemeni coast, or the Saudi Red Sea coast inside the box. Mutual P&I, FD&D and Group Excess War covers are largely outside the cancellation at several clubs.
The timing coincides with JMIC’s Severe Hormuz rating and Substantial Bab el-Mandeb threat level, turning kinetic risk into an immediate insurance and charter-party compliance problem for any vessel already inside or bound for the excluded waters.
What Operators Should Note
- Confirm every non-mutual war endorsement as of 16 August — automatic termination can leave a voyage uncovered mid-corridor.
- Separate mutual P&I from charterers’ and fixed-premium war extensions when reading club circulars.
- Price buy-backs or alternative war cover now if Red Sea/Gulf of Aden fixtures remain commercially necessary.
